It's three years after the events of the original Battle Royale, and Shuya Nanahara is now an internationally-known terrorist determined to bring down the government. His terrorist group, Wild Seven, stages an attack that levels several buildings in Tokyo on Christmas Day, killing 8000 people. In order for the government to study the benefits of "teamwork", the new students work in pairs, with their collars electronically linked so that if one of them is killed, the other dies as well. They must kill Nanahara in three days - or die.

Kotono tries to chase the samurais who scramble to escape. Yet now three ninjas stand up against her. Kotono drops her sword by their wave of assaults. Can she beat them?
Taneno, an elite police officer who became obsessed with righteousness, attacks his wife, Mitsuko, with a goya (bitter melon) for pleasuring herself with it. As he leaves prison after serving his sentence, he accidentally boards a taxi offering illegal prostitution services. On board, he meets Omitsu, a woman who looks just like Mitsuko. His presence in the car sends her away from the taxi. The driver holds Taneno responsible and forces him to serve his taxi. Back in the force, Onari, a lazy cop, and Asadachi, a new recruit, begin their investigation on a suspicious taxi.
