Amsterdam, Netherlands, 1944, during World War II. Andries Riphagen, a powerful underworld boss, has made his fortune by putting his many criminal talents at the service of the Nazi occupiers. But the long battle is about to end and the freedom fighters, who have been persecuted and murdered for years, are abandoning their hideouts to mercilessly hunt down those who have collaborated with the killers.
Eleven-year-old Elin is convinced that she is able to fly, as long as she observes the ten rules. On the basis of these rules, the film shows how she tries to escape herself and reality, where she is considered an outsider.
Former Amsterdam police detective Floris Wolfs has been transferred to the police department of the south-Dutch country town Maastricht. His metropolitan experience nicely complements the local expertise of his new country colleagues, who know the folks. Slowly he fits in, while solving countless crimes together with his female partner Eva van Dongen.
